Why Must Distributed PV Projects Be Filed? Can Unsubsidized Ones Start

At present, distributed PV power generation still relies on national subsidies. Assuming 5 GW of distributed PV is installed each year, the annual power output would be at least 6 billion kWh. If the subsidy is RMB 0.42 per kWh, RMB 2.52 billion would be needed. To optimize the allocation of subsidy funds, projects must be filed (record-filed). Distributed PV projects are subject to filing management by municipal or county-level energy authorities. If a project does not require national subsidies, it can start construction directly after completing filing management.
