All kinds of electricity users, investment enterprises, professional energy management companies (ESCOs) and individuals are encouraged to invest in, build and operate distributed PV projects as project entities. At present, distributed PV projects receive a fixed subsidy per unit of electricity generated, so the per-kWh revenue of PV power is directly affected by the local electricity price level: commercial and industrial electricity prices range from RMB 0.8 to 1.4 per kWh; large industrial electricity prices range from RMB 0.6 to 0.8 per kWh; public institution electricity prices range from RMB 0.5 to 0.6 per kWh; while government, school, hospital, agricultural and residential electricity prices are only RMB 0.3 to 0.5 per kWh.
Therefore, with a fixed per-kWh subsidy, the returns of distributed PV projects installed on different buildings or serving different electricity users vary, and developers need to judge for themselves whether a project is worth investing in.
