How to Apply for the Yue Pin Code for E-bikes (YuePinTong)

1. System Introduction. The 'Yue Pin Tong - E-bike Quality Credit Traceability System' is a product coding and traceability system developed under the guidance of the Guangdong Provincial Administration for Market Regulation. It leverages the public support capabilities of the digital government, based on the coding management capability of the 'Yue Zhihui' platform of the Provincial Government Services and Data Administration. The Provincial E-bike Chamber of Commerce, together with industry associations in Guangzhou, Shenzhen, Dongguan and other cities, developed the system within the framework of the 'Yue Pin Tong' platform.

'Yue Pin Tong' is a quality and technical service platform built by the Guangdong Provincial Administration for Market Regulation for business operators, and a public service platform providing consumers with trustworthy consumption guidance. It uniformly displays the quality credit information of products and enterprises, providing quality credit information display services for high-quality products.

2. Main Functions. 01 Traceability Management. Establish quality credit files and implement whole-chain coding supervision for e-bikes and their accessory products, conducting quality traceability and product consistency checks across production, sales, use and recycling.

02 Quality Improvement. Improve product quality information and store in-out records, ensure the circulation of products that meet national standards and 3C certification, promote good products and identify bad ones through industry self-discipline and consumer supervision, and guide consumers to purchase quality products.

03 Convenient Registration. Use the quality credit files to support police departments in providing preferential services for coded products, improve registration efficiency and consumers' willingness to register, and enhance road safety and traffic management efficiency.

04 Provide Evidence for Accident Exemption. Use the quality credit files to improve the efficiency of liability tracing for fire or traffic accidents, quickly and precisely investigate non-compliant production or sales enterprises, and improve regulatory efficiency.

05 Quality First, Credit First. In order to encourage e-bike production and sales enterprises to value product quality and regulate trustworthy behavior, in accordance with the spirit of Document Yue Shi Jian [2023] No. 7, under the guidance of the Provincial Administration for Market Regulation, the Guangdong Provincial E-bike Chamber of Commerce carries out the 'Quality First, Credit First' commitment activity. Enterprises can voluntarily register to participate through the 'E-bike Expert Service Terminal' mini program, and after fulfilling their commitments, receive the title of 'Compliant with the Quality First, Credit First Commitment', which is also reported to the 'Yue Pin Tong' platform of the Provincial Administration for Market Regulation for commendation.

3. System Usage Instructions. 01 Production Enterprises. Production enterprises upload their core accessory products' CCC certification data, product information, photos and enterprise commitment letters to the production enterprise terminal of the coding system, and generate corresponding and supporting traceability codes for each e-bike, battery and charger. The traceability codes are compiled according to the unified QR code encoding and application standards of the digital government. The coding system automatically compares and verifies the complete vehicle and 3C certification data, and passes it after confirming consistency with the mandatory product certification sample. 02 Sales Merchants. Sales merchants use the coding system, the 'E-bike Expert Service Terminal' WeChat mini program, for product warehousing and bundled export registration. The coding system automatically verifies the complete vehicle, battery and charger. If the three are not consistent with the mandatory product certification sample, they cannot be warehoused or shipped out, which prevents dealers from selling non-original batteries or chargers. 03 Consumers. Consumers can directly scan any one of the three interrelated Yue Pin Tong traceability codes, on the e-bike, battery or charger, with WeChat to view the vehicle information, battery information, charger information and more. They can also enter the 'Yue Pin Tong' quality credit platform to query the product's quality credit information and consumption guidance, achieving the goals of everyone's participation, information transparency and confident purchasing.
